Importing a used car from Germany or another EU country into Portugal can save you thousands compared with buying locally, but the legalization process is genuinely bureaucratic: a Certificate of Conformity, an IMT homologation, a category-B inspection, a customs declaration (DAV), the ISV tax, registration and IUC all have to line up, often against strict legal deadlines. The Import & Legalization Process, Step by Step

Below is the full sequence from buying the car abroad to driving on Portuguese plates. The order matters: the inspection and IMT homologation feed the customs declaration, which calculates your ISV, which in turn unlocks registration. Several steps run against legal clocks that start the moment the car enters Portugal, so it pays to have the paperwork ready before the vehicle arrives.

    Buy the vehicle abroad

    Purchase the used car in the EU country, for example Germany, and keep the invoice or sales declaration (fatura / declaração de venda) together with the foreign registration document. In Germany that is the Zulassungsbescheinigung Teil I and II (the old Fahrzeugbrief). These documents prove ownership and origin and are required at every later stage.

    Transport the car to Portugal

    Bring the car in on a trailer, or drive it on temporary German export plates (Ausfuhrkennzeichen) with valid transit insurance. Keep proof of transport and of the date the vehicle entered Portugal, because that date starts the 20-working-day customs clock. Driving on foreign plates beyond the permitted window without starting legalization risks fines or seizure.

    Obtain the Certificate of Conformity (COC)

    Get the European Certificate of Conformity from the manufacturer, the dealer or a service such as EuroCOC. The COC proves the vehicle's EU type-approval and supplies the technical data, in particular the engine displacement (cilindrada) and the CO2/WLTP figure, that the system uses to calculate ISV. If it is not handed over with the car, ordering one can take one to four weeks, which is the most common bottleneck in the whole process.

    Registration inspection (Modelo 112)

    Take the car to a category-B inspection centre (CITV) for the inspeção para atribuição de matrícula. If the vehicle conforms, the centre issues the Modelo 112 inspection certificate, which is valid for 90 working days. Do not let it expire before you finish the IMT and registration steps, or you will have to inspect again.

    IMT homologation (Modelo 9)

    Submit Modelo 9 to the IMT, together with the COC, to obtain the Portuguese national homologation number. This national approval is what allows the car to be registered in Portugal. If the COC is missing or incomplete, IMT may demand an individual technical expertise, which adds cost and delay.

    DAV submission and ISV payment

    File the Declaração Aduaneira de Veículo (DAV) online on the Portal Aduaneiro within 20 working days of the vehicle entering Portugal. The system computes the ISV and generates a DUC (Documento Único de Cobrança) payment reference; the ISV must then be paid within 10 working days of the DAV. Missing the 20-day deadline (Art. 20 of the ISV Code) triggers fines and interest.

    Registration / matrícula

    Once the ISV is settled you have 60 days to pay the registration fee at the Conservatória do Registo Automóvel and request the registration certificate, the DUA (Documento Único Automóvel). Valid Portuguese civil-liability car insurance must already be in place before you can register the vehicle.

    Plates, then IUC enrolment

    Have the physical Portuguese plates (chapas de matrícula) made at an auto shop for around 20 EUR and mount them once the matrícula is attributed. The car is then enrolled for IUC (annual circulation tax): the first IUC must be paid within 90 days of the Portuguese registration date, and thereafter every year in the registration-anniversary month.

Documents You Will Need

Gather these before the car arrives wherever possible. Missing or incorrect paperwork, especially the COC, is the single biggest cause of delay. The first items come from the seller and the origin country; the rest are generated during the Portuguese legalization process.

  • Purchase invoice or sales declaration (fatura / declaração de venda) from the seller.
  • Original foreign registration document or certificate of origin (the DUA abroad; in Germany the Zulassungsbescheinigung Teil I and II).
  • European Certificate of Conformity (COC), which supplies the cilindrada and the CO2/WLTP data used for ISV.
  • Modelo 9 (IMT) homologation / national approval application, plus the resulting Modelo 112 inspection certificate from a category-B centre (valid 90 working days).
  • DAV (Declaração Aduaneira de Veículo) filed on the Portal Aduaneiro, and the DUC (Documento Único de Cobrança) payment reference generated to pay the ISV.
  • Proof of transport and of entry into Portugal, plus the owner's ID and NIF and proof of a Portuguese address.
  • Valid civil-liability car insurance (required before registration) and, issued at the end, the DUA (Documento Único Automóvel), your Portuguese registration certificate.

The Taxes Explained: ISV, IVA, IUC and Reductions

ISV — the one-off vehicle tax

ISV (Imposto Sobre Veículos) is a one-off tax paid via the DAV, not a flat percentage of the car's value. For light passenger cars (Tabela A) it equals the engine-displacement component plus the environmental (CO2) component, minus the age reduction. The 2026 cilindrada brackets are: up to 1000 cm3 = 1.09 EUR/cm3 minus 849.03; 1001-1250 cm3 = 1.18/cm3 minus 850.69; over 1250 cm3 = 5.61/cm3 minus 6,194.88. The environmental component uses the WLTP CO2 figure on separate petrol and diesel scales, rising steeply at higher emissions, so a high-CO2 car can carry an ISV well above 10 percent of its value.

IVA — usually not charged on a used EU car

23 percent IVA is NOT charged again in Portugal on a genuinely used car imported from another EU country. The EU test is cumulative: a car counts as used only if it is BOTH more than 6 months from first registration AND has more than 6,000 km. If either condition fails (under 6 months OR under 6,000 km) the car is legally "new" and 23 percent IVA is due in Portugal, even if VAT was paid at origin (you can reclaim the origin VAT). Status is judged at the moment of sale. Non-EU imports are different: 23 percent IVA plus customs duty always applies, and IVA, when due, is charged on the car's commercial value, not on the ISV.

IUC — the annual road tax

IUC (Imposto Único de Circulação) is the yearly circulation tax, owed by whoever owns the car on the registration anniversary. For post-2007 passenger cars (Categoria B) it combines an engine-displacement component and a CO2 component, with diesel and age coefficients; older cars use Categoria A (cm3 plus year bands). It is paid through the Portal das Finanças in the anniversary month. For a freshly imported car the first IUC is due within 90 days of the Portuguese registration date, then annually thereafter.

Reductions, exemptions and the diesel surcharge

Battery-electric vehicles (BEV) are fully exempt from both ISV and IUC. Plug-in hybrids (PHEV) qualify for a reduction only if their electric range is at least 50 km AND CO2 is no more than 50 g/km; qualifying PHEVs pay just 25 percent of ISV (a 75 percent reduction). Ordinary non-plug-in or "mild"/full hybrids get NO special ISV reduction under current law; they are taxed like a normal combustion car. Every diesel adds a 500 EUR particulate surcharge. On top of all this, the age reduction for used EU imports rises with the date of first registration: 10 percent under a year, scaling up to the 80 percent maximum after 10 years, and since 2025 (following the CJEU ruling) it applies to BOTH the cilindrada and the environmental components.

ISV exemption for residence transfer

If you are moving to Portugal, you can import your car without paying ISV (Art. 58 CISV). The application is free and is filed on the Finanças portal together with the DAV.

Conditions (2026):

  • You lived abroad for 6+ months (non-continuous periods count)
  • The car has been in your name for 6+ months, bought with taxes paid in the origin country
  • Apply within 12 months of transferring your residence
  • The car cannot be sold, rented or lent for 12 months after getting Portuguese plates
  • One vehicle per person, once every 10 years
  • Works from the EU and non-EU countries (UK, Switzerland, Brazil, Ukraine, USA — with customs clearance first)

Note: the exemption covers only the ISV — annual IUC road tax is still due. Key documents: residence certificate with start and cancellation dates, the vehicle title, and the DAV.

Budget for the car price in Germany, transport (typically 1,000-2,000 EUR), the COC if not supplied, the category-B inspection, the IMT homologation, the ISV (highly variable, from zero on an EV to several thousand euros on a high-CO2 car), the registration fee, around 20 EUR for plates, insurance and the first IUC. Diesel buyers must remember the 500 EUR particulate surcharge. How Long Does It Take?

If the COC is not supplied with the car, ordering one takes one to four weeks and is the usual bottleneck. Once the car is in Portugal the legal clocks are: DAV within 20 working days of entry, ISV within 10 working days of the DAV, matrícula within 60 days of fiscal regularization, and the first IUC within 90 days of registration. In practice, with documents in hand, the inspection, IMT homologation, DAV, ISV and matrícula take roughly two to six weeks; a despachante typically completes the core fiscal phase in about four to six working days. Allow extra time if the COC or homologation data is missing.

Common Mistakes to Avoid

  • ⚠️Missing or wrong COC. Without a valid Certificate of Conformity, IMT may require an individual technical expertise, delaying everything and adding cost. Confirm the COC before you buy, not after.
  • ⚠️Assuming the car is "used" for IVA when it is under 6 months old OR under 6,000 km. The test is cumulative, so failing either limit makes the car legally "new" and 23 percent IVA becomes due in Portugal, a trap that has caught many buyers of nearly-new cars.
  • ⚠️Expecting a hybrid discount or the wrong CO2 figure. Ordinary non-plug-in hybrids no longer get any ISV reduction; only PHEVs meeting 50 km range AND 50 g/km qualify. Always use the WLTP CO2 value the car was homologated under, and never forget the 500 EUR diesel particulate surcharge.
  • ⚠️Blowing a deadline. Letting the Modelo 112 (valid 90 working days) expire, missing the 20-working-day DAV deadline, driving on foreign plates beyond the permitted window, not having Portuguese insurance before the matrícula, or forgetting the first IUC within 90 days all lead to fines, interest or even seizure.

Do I have to pay 23% IVA when importing a used car from Germany to Portugal?

Usually no. A genuinely used EU car, meaning it is both more than 6 months from first registration AND has more than 6,000 km, carries no additional Portuguese IVA. Only "new" cars (under 6 months OR under 6,000 km) or non-EU imports pay the 23 percent. The test is cumulative, so failing either limit makes the car legally new for VAT purposes.

How is ISV calculated in Portugal?

ISV is a formula, not a percentage of price. For light passenger cars it is the engine-displacement (cilindrada) component plus the CO2 environmental component, then reduced by an age discount of up to 80 percent. Is there an extra charge for importing a diesel?

Yes. Every diesel pays the relevant diesel CO2 table plus a 500 EUR particulate surcharge, which applies wherever particulate emissions are at or above 0.001 g/km, essentially all diesels. Budget for this on top of the normal ISV, because it is easy to overlook when comparing diesel and petrol versions of the same model.

How long does the whole import and legalization take?

With documents in hand, the inspection, IMT homologation, DAV, ISV and matrícula typically take two to six weeks. A despachante usually completes the core fiscal phase in about four to six working days. The main variable is the COC: if it is not supplied with the car, ordering one can add one to four weeks and is the most common source of delay.

Can I import my car ISV-free when moving to Portugal?

Yes. If you transfer your residence to Portugal you can bring your car without paying ISV (Art. 58 CISV): you must have lived abroad for 6+ months, have owned the car for 6+ months, and request the exemption within 12 months of moving. The car cannot be sold for the following 12 months and the benefit applies once every 10 years. Annual IUC road tax is still due.
